The Institute for Urban Policy was created in March 2001 by the Hanoi Popular Committee and the Ile-de-France Region, as part of their cooperation agreement. It aims at reinforcing the capacities of the Hanoi administration in the field of urban planning (land-use zoning and urban design, regulation, project methodology) and urban services (relations with service providers, service quality, user’s information…).
Cooperation between the Île-de-France Region and the City of Hanoi dates back to 1989. From 1999 on, the two partners decided to focus mainly on urban development issues. A cooperation platform was then created: the Institute for Urban Policy (Institut des Métiers de la Ville – IMV). In 2006, the scope of the cooperation widened: in addition to its core activities on the development of public transportation, the IMV initiated projects in the fields of environment (water supply and treatment) and tourism. In 2010, the Joint Committee confirmed these areas of focus, and added new ones: economic development and heritage protection.
