Kieu Ky commune (10,000 inhabitants, located 20 km from downtown Hanoi) was selected by the People’s Committee and IMV because of water pollution problems caused by unregulated craft and cottage industry activities (hammering gold, waste paper recycling, tanneries, etc.) and the presence of one of Gia Lam district’s solid waste dumps. The local community was in dire need of hook-up to the municipal water supply (to replace the current use of individually drilled wells) and to the waste water disposal network.
IMV joined with the EAST Vietnam NGO to identify and prepare the operations required, as well as to conduct awareness-raising campaigns in routine water use with the people in the community (information-education-communication activities).
After the needs identification and local financing capacity study, it was decided in 2008 to connect the commune to the city water supply. To achieve this, the Île-de-France region has made available a funding package in addition to assistance from the People’s Committee. As for drainage, IMV has applied for pilot project assistance from the Asian Development Bank to experiment with the operation of a semi-collective water treatment plant.
